How to use:
put script anywhere you want to.
run before you run game ( or, anytime, as long as both are running)
(recommended to make at least a quicksave before any movements just in case.)
ingame, pull up console with ~ tilde.
select item or npc, mousewheel to scroll a bit to make sure.
Be careful to move item ya want and not something else. Wrong movement can be undone with no harm if moved again in opposite way if done before exiting console.
for faster placement, manually editing values is possible, press up arrow key to bring up last input, edit however ya want to.
when satisfied, exit console via punching tilde ~ again.
object will stay in position until something touches it. unfortunately commands for turning off collision has no effect besides globally.

Caps and scroll lock modifiers to movements:
both off – tiny move 0.025
caps on, scroll off – inches 0.05
caps off, scroll on – 0.5
caps on, scroll on -meter ish 1
Numpad1 is set scale to 1
only if both caps and scroll locks on: {
Numpad3 is set scale to 0.1
Numpad7 is set scale to 0.5
Numpad9 is set scale to 2

Rotation 5 degrees at a time

When you exit the game, close the AHK script icon from the taskbar to be able to use your numberpad as normal people do.
auto close script on exit game figured out.
Also, be very careful with items that you can steal. Manipulating them via console should be fine, but picking up a thing via normal grab can aggro every guard on the level, sometimes without option to surrender.
unfortunately it is not possible to rotate npcs upside down, otherwise upside down cole would be mod screenshot.
