Nether’s Skill Row Unlocks
Skill Row Unlocks is a collection of bat files that set the skill points required to advance in a skill row a lower number than 4. I personally have been playing with 2.
There are bat files provided that change the number required per row to 3, 2, 1, 0 or even back to 4.
Per row requirements are cumulative, so if you install NWS Skill Row Unlocks 3.7z in the downloads and type bat row3 in console mode, then it will require 3 skill picks to get to row 2, 6 to get to row 3. If you use NWS Skill Row Unlocks 1.7z it will take 1 skill pick to get to row 2 and 2 to get to row 3. And so on.
Note:
This does NOT add any skills or skill points. This just adjusts the per-row number requirements.
Installation:
Simply download a version of Skill Row Unlocks, Install and in Console mode type:
bat row#
(with the # replaced with the version you downloaded)
For example if you want to change to 3 unlocks required in a row, you’d install NWS Skill Row Unlocks 3.7z and type: bat row3
Changes stick during a running game but will have to be re-applied at game load. So I suggest adding a line to your StarfieldCustom.ini file (using NWS Skill Row Unlocks 3.7z as an example):

If you already have a global console command file that you use for everything, you can add the following entry to it:
setgs iPerkSkillGroupUnlockTargetNumber 3
(for 3 skills required per row)
You can also add to an existing sStartingConsoleCommand line in StarfieldCustom.ini (if you already have a file named myCommands.txt installed):

Permissions:
This is a game setting so you can do what you like with the setting. Kudos or credit back to the mod would be nice but isn’t required.
