Tactical Crosshair

Adds some realism to gunfights by disabling crosshair unless aiming down sights in third person (or when using a cutter).

I find crosshairs to be distracting when they are permanently plastered to the center of your screen, even when you don’t need them. Additionally, firefights feel much more immersive when you have no hip-fire crosshair.

This is my attempt to address both of these issues in Starfield. Now the crosshair will only be visible when aiming down sights in third person or when a tool is equipped. No more hip-fire crosshair, but you can still see where you are aiming when ADSing in third person. Crosshairs for tools are enabled because they often show important information like the intensity level of the cutter beam.
